Phase 1: Internal Assessment
This process will provide the data needed for the Study itself and examine three important areas to assess institutional readiness:
1. A compelling case for support (clear vision and priorities)
2. Donors who are compelled by the case (size of pool, affinity, & capacity)
3. Strong institutional support & capacity (effectiveness of leadership & institutional buy-in)
